 Base shot is from Dockweiler beach on a Wednesday evening, converted to B&W. Overlay is from years ago - I think it was a dirty wall or window, also converted to B&W, then applied in Soft Light blending mode and toned down a bit. Color added back in via "colorize" in Nik Color Efex and not toned down.

I do like the ability to use textures in Expert!

Too me it just doesn't depict a nuclear summer, it's just a bunch of people at the beach, and an orange sky. Still effective but not really harsh.
