I only bought the Tokina 12-24 (and the Nikkor 12-24 before it) for the 16mm focal length (84 degree coverage). For years backpacking the only wide I'd take with me was the 24mm 2.8 for film (same 84 degree coverage). It is the most natural focal length for landscapes, becuase it encompasses about the same horizonal coverage as human vision with both eyes open.

Now if I really want to take a wider vista I'll just use one of my primes to take several overlapping shots and then stitch them in CS3. I also plan to eventually pick up the Nikkor 10.5mm fisheye or the Tokina fisheye zoom, both I can defish in CS3.
