I'm new to digital photography and photoshop. I'm wondering how you get the file size to be 150kB or less?

In most editing programs (like photoshop), when you save the image as a jpg, you can choose what level of compression is used. More compression, less quality, smaller file size. Experiment on it and see how little compression you can use (after sizing it down to less than 640 pixels on longer side) without braking the 150k barrier. Hope this helps.

in MS Paint, the program every windows has, (even the M-DACT in the Marine Corps has it):

1. open your image in paint
2. select all
3. select Image--->Stretch and Skew
4. make the numbers smaller, both horizontal and vertical, don't mess with skew
5. when you get back to your image scroll all the way down and all the way to the right, there should be a blue square, use that square to bring it up and to the left until all the white is gone
6. save as and see if it fits specifications, if not repeat process with original image

Detailed tutorial on using Photoshop's Save For Web feature.

If the "Original Size" is larger than 640 in width or height (it should be for most digicams, unless you have already reduced it to "DPC size"), use the "New Size" area to ensure that either the width or height is 640 (the other will adjust automatically).

Then use the "Optimize for File Size" approach and set it to 147K.
