what is the best ball head to buy for someone that is disabled with limited arm strength. It must be very easy to move around while being able to hold a digital slr and a 70-300 mm zoom lens.

I can operate my Acratech one handed (original one, not the new version).

You might find a 3-way a better choice. I grew up with an uncle with very limited hand and arm movement and what i recall most was how much smaller movements and larger handles were better for him. With a 3-way he could lock 2 dimensions and only adjust one at a time. Also the grips are much larger, thus easier to grip/turn.

Edit - With ball heads you have to unlock it with one hand while supporting the camera and lens weight with the other hand, make freehand movements with the hand supporting the camera & then lock that position in with one screw with the other hand.

Eh. It lacks some pretty important features... the ability to go into landscape easily, the ability to point straight down...

For extremely large lenses it looks kick-ass, though.

It is designed more for large telephoto lens like the 500mm and 600mm F4.
