Microsoft Digital Image Suite 2006
or
Paint Shop Pro X

I would also strongly suggest Photoshop Elements, even though you did not ask:)

Never used Elements 3 or MS, but I'll throw in a vote for PSP. It is very capable, and I'm 2 versions behind. |

Microsoft Digital Image Suite 2006 -- without a doubt. You cannot beat the library/archive function. It's way better than the album function in the others, in my opinion. It will also work with Photoshop plug-ins. It is very simple and intuitive to use. It has a great photo restoration feature as well. You won't be sorry if you get it. |
