I found this article. I have read a lot of articles by George Lepp/Tim Grey and most are very informative.

Other good photoshop tutorials can be found here... //fotofects.com/v2/adobe-photoshop/infrared-effects/Page_2.html
google: photoshop + infrared

From the first tutorial in the second link I posted earlier they add the colour as a wash in the last step. That tutorial achieves the IR effect slightly differently than in the article in the first link.

Fred Miranda has one for sale on his site you can check it out here:
Digital Infrared Emulation (DI)
This photoshop action will do wonders for your high-contrast landscape or scenic photography.
It works with all digital camera jpeg or RAW files. Eliminate the need for infrared filters, tripods and low shutter speeds for infrared photographs.
With Digital Infrared (DI), all you need to do is load your favorite landscape or scenic photograph into Photoshop and play the action. A series of settings will be applied to your image and simulate the use of an infrared filter.

I processed this image using the Fred Miranda Photoshop Action.
Not the best example but I did like the way it turned out.
