Using photoshop 7:
If I crop an image, and create a new image with the selection and later print it, it sometimes cuts part of the image off around the edges. When I begin the new image and set the image size as an 8x10 and then want to print it as a 4x6, the image is cut off.
How can I crop an image and format it so when I print it at different sizes (4x6,5x7,8x10) I will have the same picture every time. Can this be done?

Short answer is no. Why? Because 4x6 is not the same aspect ratio as 5x7 or 8x10; you have three differnt aspect ratios there. 4x5 would be the same as 8x10, for example. 5x7 would come out to 7.5 x 10.5 ratio. 4x6 would come out to 8x12 ratio. etc etc...
I make a separate file for each desired print size; this works better anyway because I can fine-tune sharpness etc for each magnification level. I name them "filename_print_9x12" and so forth. I try not to be shaclked by "generic" print sizes; I use whatever aspect ratio suits the image and float it in the middle of next-size-larger paper.
