I have an HP PhotoSmart 315. It's a very nice camera, and great for taking photos for the picture albums, but it doesn't have any special settings. It only has 2.5X digital zoom, autofucus, auto builtin flash, and 3 resolution settings. With some work, I've managed to take some "higher quality" photos (in my opinion), but for professional quality photos, it's not what you need. I am very pleased with it though for printing photos of vacations, or events. It is a 2.1MP. This cost only $200 and I got in through the Shop AOL thing.
So, I guess depending on what you want to use it for, it's a pretty nice camera. I've had it about a year, and have had no problems with it. I am sure they make a step or 2 up that will also be under $400. You can see my photos in my profile, or at the link below if you want to see what kind of photos it takes. Most of the ones on my photosig page were taken at low resolution though bacause I hadn't figured out quite how to use it yet, and I could only get 6 pic on my disc at high res. With my bigger disc I can get like 80 of the highest res pics on there, so I'm shooting away at high res now. :) Hope you find a good camera. Good luck.

Didn't we have exactly this discussion few days ago?
Check out
this link on dpreview.com.
This are all cameras costing $400 or less, have flash and mininum 2.5x zoom.
Personally, I would be tempted by these:
FujiFilm FinePix A203
Olympus C-220Z
Olympus C-300Z
FujiFilm FinePix 2400Z
FujiFilm FinePix A303
Canon Digital IXUS v3
Olympus C-200Z
All these cameras have pretty good image quality. The Canon Ixus is the most hip, and the Olympuses and Fujis give pretty good photos.

I think the Canon S30 is below $400. that would be my choice. The Canon G2 is dropping near $600 too, so if you want something that would be a step above, get that one (the G3 is coming out so the g2 prices are dropping)

I paid $499 for my Canon S30 4 months ago. If they have had a price drop recently I am not aware of it, though I'm sure you could get one online for that price. Personally I bought mine through Best Buy... Largely because I was able to get a nice extended warranty. (Yes, I know some ppl think these are for suckers, but I wouldn't dream of NOT having one for a gadget like a digital camera!)
But I saw where the Canon S45 is out (an improved version of the S40) and that may well bring down the price on the S30. IMHO, even at $499, the S30 cannot be beat. Excellent optics, a feature set almost as rich as the G2, and full manual capability.

The S75 is a great camera... I have had an opportunity to play with Kim's and I really like it... I think it sells new for $499 doesn't it?

You can probably find one online for $400. Bestbuy usually charges $100 over the price that you can find online. At least when I was looking for my G2, i paid 120 less than the retail price on Bestbuy. I could've pay even less ($600) but that required doing businesses with some evil camera shops in NYC who are out to rip you off, so i decided to go with:

they ship my G2 and got here in 2 days as they ahev said, no sales push, prices is a bit higher than some other "discount" stores but you don't get the BS with it either. Powershot S30 is listed at $427 on that store. PowerShot G2 is now $589 (damn, i paid $680 about 2 months ago) and S40 is about $500.
BTW, if anyone is looking for a camera, please don't just look at the pixel count. There is a reason why Nikon Coolpixes and Canon G2's sells for twice as much as Kodak 4 megapixel cameras :-) For example, a 3 megapixel Canon D30 camera will outperform in absolute resolution versus a DiMage 7 with 5 megapixels (it has much lower noise + larger sensor area). Check out www.dpreview.com and read the reviews before you make your decision.
