I like to use a few different ideas when scoring... I look for WOW factor in the photograph to begin with. Photos that make me say WOW score very well.
Technical issues have to be considered, but I am learning that a technically poor photo can still be a great photo. I try to decide if th technical issues on the photo are reducing the wow factor or not :)
You could use creativity as a scale...
There are so many different ideas on this, especially on this site, that I'm sure you will get at least forty-eleven answers :)

I look at it as an artwork.....good composition, good visual design, balance, form, use of light, expression of subject, creativity....these are the basic criterias I used and learned....
for me it doesn't have to be a pretty picture or a pretty subject just as long as the basic elements are present then i rate it high..... |

Welcome Pinkan. :) Voting criteria is a subject of frequent, passionate discussion on here. You'll find very few people who agree on what the criteria should be or how to determine a vote to give a picture.
Personally, I vote on how well I think a photo meets the challenge, how aesthetically pleasing it is to me, and technical merit, in that order of importance.
The real answer is that it's entirely up to you. Your vote is your opinion. You don't have to vote like anyone else and you don't have to justify your vote to anyone else.
