Kinda' like asking what flavor ice cream is the best. Everyone has an opinion. No rights, no wrongs, just opinions. Go to an Art gallery and you will find as many varied opinions on paintings.
A great deal of this site has to do with meeting the challenge first, then comes the tricky part:
Composition, wow factor, emotive apeal and the obvious technical aspects such as clarity/sharpness (without over sharpning it)
Saturation & Contrast without over doing it for the most part, unless it is intended to be and then would be obvious from an artistic standpoint)
Interest, point of focus, rule of thirds, use of black & white, etc all factor in too.
