It's a PR ploy anyway. They've guaranteed an increased tourist flow by doing this :-) |

Maybe we can get an astronaut on the ISS to snap a couple of pics and test how far they think their jurisdiction extends ...

See below: The city's specifically targeting wedding/engagement shoots and the like. They already had a policy in place, as indeed most cities do, for full-scale commercial photography on city property, for obvious reasons. They are NOT gping after people taking vacation shots :-)
Originally posted by City of Laguna Beach: Non-commercial still photo permits are for family portraits and engagement/wedding type photo shoots only and do not apply to model/actor portfolios, advertising, catalogs, for-sale merchandise or other commercially defined film shoots |

Their wording does include "family portraits".
So if I am there as a tourist with my family, plus my nice big camera, big lens, fill-in-flash, spiffy tripod..... and I decide to set it all up to have the whole family in the shot with the pretty beach/rocks behind us......
I wonder where they'll draw the line of exactly who they WILL go after. |

I have no idea. But Laguna Beach is like the Carmel by the Sea of SoCal, and they get hordes and hordes of tourists and hundreds and hundreds of beach weddings etc etc, so I'm sure there are some issues they've had to tackle. |
