Can anyone recommend a program that can reduce an entire folder of photos to 640x 440 pixels.

Not sure such program is avalible. Think your are forced to do one at a time.

there exist a powertoy for XP from microsoft that dose this

Irfanview has a batch conversion feature, where you can do all KINDS of things to a set or group of images at once, including resize.

Why not use photoshop? Make an action and use it on a folder using the edit/automate/batch function.

powertoys for XP

the tool is called image resizer

after you install it you can select the pictures you want and right click and select the size you want

ACDSee has a very nice batch processing thingy that will let you resize lots of pics all at once.

Yep, that's what I use too. It's pretty powerful.

That's what I use for jobs such as this... so easy to use and EXCELLENT resizing algorithms. Incredibly fast viewer as well.
