is it used to set timing on motors? I am not a car person so I am not knowing the correct car terminology

That's a stroboscope. Similar, but this is the closest answer so far.

Nope. The non-corded end does emit light, but the source is contained in the silver piece.

To give some sense of size, the aluminum cylinder is about 25mm in diameter

Cool. I thought it was a lot smaller than it actually is when you posted the photo, like maybe a sort of BNC style connector. The "Similar to a stroboscope" clue was the key.
I will see if I can find a tougher one than the one I posted last, and put it up tonight.

They are really neat tools, and with a long history. I own an ancient ancestor (ca. 1970) to that tool, a little analog device that measures the rotation speed of a model aircraft engine using reflections off the propeller.

Most everyone has seen this item.
You can find brand new optical tachs on eBay now for less than $20. It's a handy gadget if you work on things that spin.
