I'm going to throw in a related guess and say meter tag for *gas.* Normally there is a tag that passes through matching holes in the valve body and handle, ensuring that the valve has not been operated.

No, but it could be used for any of those choices. Just not what it was designed for.

It is a strain relief for an electrical power cord, used when the cord is hung from above. You affix to a frame member and the cord passes thru the woven section and works like a Chinese finger trap. When the power cord is pulled it prevents the wiring from being stretched and being disconnected inside the junction box. Some electric cables are so heavy just their weight could pull them loose. A strain relief will prevent this from happening.
You can also use to pull wire thru conduit. Normally when used for this purpose the woven section is longer.

The opening isn't large enough to pass a power cord end through, but that's a good idea to hang a heavy cord.

First hint. We know that it's a puller. Just to let you know I was in the electronic calibration and repair business for the Air Force for close to 40 years.
