I use Photoshop Elements 7.0...

I want to crop probably close to 400 or so photos to a 2:3 or 3:2 ratio...

Any suggestions to make this go faster than opening each one?

I've never tried it, but I found this way using irfanview.

Hmm....fwiw, cropping is perhaps the only thing I do in PS CS5 that I will do per individual photo. Depending on the shoot, I will create actions for and batch together stuff like adjustments, resize, insert my copyright, even save for web...but not cropping.

Just my 0.02 CDN worth

I would have to agree with snaffles. I don't think I would do any batch cropping, sounds like trouble.

But if you really want to then Lightroom would be your friend. You can clone crop settings across as many images as you want. You can also lock the crop at 2:3 and do each by hand fairly quickly.

Even if you don't want to buy Lightroom you can still get through all your images before the 30 day trial expires.

Yeah, I batch resize with CS4 all the time but would never batch crop. Not sure if Elements supports batch processing, but putting in a script for resize is super easy otherwise, and it can do it regardless of orientation.
ETA: here's how you do that

This is one of the reasons I still use Corel Paint Shop Pro for some automation. If this is an individual need, you may want to download the trial version just to make the job. Otherwise you may want to buy it.

Take a read on this article on my blog. It is translated by Google but anyway I think you will be able to read it correctly. It will help you to create a script to do the job.
Ask me if you need help.

i don't know if CE supports actions, but if not, maybe it's time to consider upgrading to Lightroom.

as for batch cropping, i did that with actions in CS and do it with syncing in LR. in my CS action, i simply made the crop a modal function which allowed me to adjust the actual placement of the crop (just check off the dialog checkbox when setting up the action). in LR i have found it a lot quicker to apply crops to a bunch of images, then to blast through them, hand-tweaking the ones that need adjustment. this is especially useful for things like headshots or event portraits. ymmv ;-)

Completely a stupid question here...

2:3 and 3:2 ratio is the way the photo come out? Right? I am not going insane?

Hey Friends I think it's a good option to using batch image converter and editing software while we have a lot of Images for editing or conversion I also use ReaJPEG software with batch editing mode. ReaConverter is a good Image Converter, and it̢۪s quality as a image converters is the ability to compose batch image conversion and oft-recurring picture editing simple.
