I use 1st Page 2000. It's free and works very well.

I would suggest a blog. you get a gig of space and its really easy to use and I believe all the tools you need are online. |

I would consider using PBase - for $23 a year it is a steal. 200MB of storage at that price (you can get more space for extra $$$, but it is an interesting credit-based pricing structure - see the site for more details).
You get to avoid the hassle of writing HTML every time you upload pictures. There are a variety of templates, and built in commenting. Very robust for the money.

i use Jalbum to put my pics on the net, it creates all the HTML for me, all i have to do is upload it to a site, which i use lycos.co.uk for, its free, and i believe they give you 100mb free space. also Jalbum is free too and offers many different skins to make your albums look cool.
i use it at my site seen here: clicky |

If you want to have complete control of its contents and have a web hoster run your site for you, I'd suggest FrontPage for software and a web hoster such as Interland. It's easy, will grow with you, and has plenty of flexibility to do a lot for you as automatically or as manually as you like. Be carefull, there are sometimes extra costs if you exceed data or transfer limits.
If you don't want to find and pay a web hosting company (not hard but another step and cost) I'd suggest a blogging service. But you may well have to deal with banners and pop-ups.
A third option would be a service designed to store photos and albums, usually associated with companies that do film processing and make prints. Frequently, these sites support only small and relatively low res photos so make sure you like the size and res you're going to get.
