It depends on what you start with. I suggest you post a picture and people here will take shots at processing it the way you want it, and then tell you how they did it.

There's nothing special about the colors. They've just been lightened a bit to be more "pastely." Don't confuse with unsaturated. |

Actually it looks like the cyans/greens have been upped slightly in the shadows/mid tones before lightening - however I think you need to shoot with this style in mind instead of just relying on Photoshop to work the magic for you - the theme and tone of the subjects lend themselves to this processing. The same colour effects would look out of place in say images of a rock band or sporting event.
Great photography though. Love the ones with the fairground in the background.

DO you think they are slightly over exposed then a slight yellow is applied? |

I think there is some color balance applied. From what I saw, most of the upper ones were very warm, simply adjustment, especially with RAW. Others seemed to be colder, with a hint of magenta in them. |

I have looked at that style and it is used by a lot of female photographers for weddings, engagement, child and couple photography sessions. I have something that I shot by accident last year in my first year with the DSLR that is very similar.
It was shot in JPG and is pretty much straight out of camera. I am not saying I am as good as that photographer or that this photo exactly represents the style, but I think it is somewhat on the right track.
I think the style is achieved mostly by shooting at a particular time of day and with the sun at a certain angle to the subject. In the shot above, it was a summer July evening just after 6pm. It was a very golden sun somewhat lower in the sky behind the model right of camera position. I think the image was shot with a slight overexposure. I don't have photoshop so I didn't apply the vintage colors as in the example site.
There are "vintage" actions that you can download to get the effect in post. They apply a yellow and blue layer over the image to get it more faded. This is a photo I used a vintage action on...
And the photo before the vintage action...
Let me know if you agree and if you think the examples I have are close.
