I like the concept of someone lighting a cigarette, but the fence and background seem a bit distracting to me. If I had taken this type of shot, I probably would have used a black background and moved in much closer to the subject to fill the frame with her head and hands as she lit the cigarette.

I love the blue tones here, but I wish it were a bit brighter and a bit sharper (I usually bring a hand-held spotlight with me to shine at a point I want to focus on). Of course the lack of sharpness could just be the haze, but I thought I'd throw it out there. Excellent composition though. The shoreline leads your eye into the shot. :)
