I agree with the lack of focus on the clothes, the background seems much to busy and the lighting does not draw attention to her dress. The color helps a lot but you could do a lot more to draw attention there. Try experimenting some with post processing

If this is a fashion shoot, isn't about the clothes? Maybe the skirt shouldn't be cut off? Maybe not so bunched up by her hands on her hips. The white balance on her skin is mighty orange, the stray bit of hair distracting. You made a great start with the contrasting colors of the outfit and the unusual setting in the cactus patch. Fashion photography necessitates a LOT of attention to detail.
