If you go to my profile, you'll see I can't take a decent picture. So I'm not too qualified to comment on your technique. I'd like to see a little more light on the face and maybe a less busy background. But like I said...
However, I will comment on your title. She looks angry or at least annoyed. But I don't see sultry. By definition, sultry means sensual and/or voluptuous. She appears a little young for that look in this shot. Just an opinion..

f I can be so bold as to make a few suggestions ... the centre composition of your model is a bit static - would have liked to have seen a off-centred composiion. The background is a bi of a distraction - there is no rule that the background has to be blurred but in this case, the details of the background take too much focus from your model. Finally, the expression, to me, doesn't match your title.
