Hi Dan, a very interesting image here.....

First impressions
A black and white picture always gives me a thrill, as though someone has taken extra care to prepare an image for viewing.

After some time with the picture
Leaning out of the window with you, I see what you see. Those lines, do they still work, were they meant to be put in like that....I wonder. I can hear the sounds of the city now and my eyes stray to the hills and yes, mountains, that's where I'd like to be. But for now I'm happy at the window, wondering about those wires.

Technicals
No worries about composition, this is life as you see it, can't go messing with that. The image looks slightly flat and the histogram stops well before it gets near the white/highlight end. Sliding that white point to the left a bit in levels just gives the picture a bit of a lift, a bit more dimension to add to the experience of really being there. (Try it and see how the shadows of the wires and the pole suddenly pop into life)

Overall
A good, thoughtful image that will not appeal to everybody as you can see from your score. Don't ever let that put you off, there will be people out there that like what you see. If you can take pleasure in seeing, capturing and sharing what you come across then you have done well.

I'll elaborate. This was one of my top picks (which could only be bad for you). Compositionally, there's some interesting stuff here -- lines, shadows, textures. I might have composed it more along rule-of-thirds lines. There's good geometry and it has (for me) an appealing abstract feel. Good job! (Scores are fast becoming meaningless around here, so don't be too put off by it.)

It's difficult to tell what the subject is. My eyes are drawn to the skyline and ridge beyond and not the wires.

With it's strong reliance on geometric shapes, this image is harmed by the slight tilt to the right. The texture of the building in the foreground adds interest.

Great b/w tones and textures. Not sure about the composition though. My eye does not seem to be led to anything as the subject, thought the title does suggest what it is. A good OOTB entry that will likely have strong appeal for some others.

I can see what you are trying to do with this image, only sadly, I don't think it works too well. If this was for a different challenge I'm sure you would have scored much higher. Technically the image is OK, although I might be tempted to boost the midtones a bit with a levels adjustment. I took the liberty of tweaking it myself in Photoshop and did manage to make it pop a little bit more.

I think the main reason you didn't make it to a 5, is the subject matter. This is the Free Study and typically there is an incredibly high standard of excellent images every month. To score well in a free study, you do really need to have an image that will wow the voters, sadly this does not do that, even if it is a perfectly competent photograph.
