The colors sure to pop out at ya! That's good.

This being a portrait, it competes with a darker subject. Great soft focus, nice and smooth. And yes, NI can work miracles when you get used to it. I'm definitely no miracle worker. LOL.

Good start. The eyes look a bit cartoon color in the white areas like you've painted over them. That's not a bad move but be sure to pull down the opacity so some of the eyeball texture and shading show through. Better yet, make friends with the dodge too.

DOF seems a little off on the people on the left, OR on the right but it's hard to tell where the billboard would actually start/end or of any angle.
Also, could you try this with a paper/thick stroke texture on the billboard to give that feel?

Still, pretty cool little girl! Hey! Stop looking at me!
