Hi John,
this pic would have been better if :

Taken closer to the people.
Taken at a less bright time of day, Dawn dusk etc.
With a polariser to cut down the sparkle on the water and increase the sky detail, or with a n.d. grad filter to reduce the sky light.
Mid day shots are almost never a great success.
The colours are washy, and need a boost.
Would also like to know where it is in the comments.

bit wet n sloppy, needs a colour boost i think, no focal point, the eye just roves around looking for the subject.
no begining, middle, or end.
in focus is not everything.
