Cute photo, the birds seem a bit OOF and the water is in focus. Using a wider apeture can help provide a deeper DOF in a situation like this.

The artifacts from the Hue/Saturation mods are really unpleasant. The function "selective color" under selection offers a "softness' control, but unfortunately, it's against the rules to use it. All things considered, the shot would have worked better if you used a worklamp to shine through the flag (creating a stronger effect on the actual image) rather than trying to bring it up in photoshop.
